THIS UNGAINLY SEQUEL TO THE chirpy cats (bad) vs. dogs (good) comedy litters the place with movie references over soppy family adventure. Besides the lovely Maurice Binder credits il aims low - dogs and cats set aside 'petty' rivalry to stop a furless megalomaniac (still a cat) via four-legged skits on Bond, The Silence Of The Lambs and (bad timing) Lethal Weapon. The humans are sidelined, mostly played by Chris O'Donnell. The effects are backwards, the shift between real animals with goggles and FX-assisted fluff obvious, while filmies will bemoan that Bette Midler's scheming Kitty Galore is no Mr. Tinkles. IN **
